That is where captive portals are done.Just set up a pfsense box to segregate your networks and be done with it.You are using the wrong tool.EDITIf you want to host the portal page itself on a windows web server, that is easy enough to do. You just make that the redirect page on the firewall and make sure you have rules set up to allow non-authenticated users into the portal page. Authentication can still use your AD/LDAP infrastructure, or you can even set up a token system if you desire.

It goes through m0n0 1st DHCP sets it up DNS is fine, IP address is fine, gateway shows m0n0, BUT I can't ping my dsl router + can't get WAN.
